	Client Industry:	Native American Tribal Business

	Client Issue:	Assessment of economic contributions to the county

	Background:	The Tribal leaders and administrators of a Native American Tribe, whose five businesses generate annual revenues well over $100 million, were unclear of the Tribe's actual contributions to the economic health of the county. They also believed the county's elected officials and senior administrators were not aware of the Tribe's contributions. County government leaders were suggesting that the Tribe's annual support to the county should be at a multi-million dollar level.

	The Mervin Winston Ltd., Solution:	Analyzed the following criteria to determine the economic impact: a) Number of jobs b) Payroll generated c) Payroll and real estate taxes paid d) Health benefits to employees e) Commerce generated by attracting people to the area f) County welfare system's savings resulting from the reduction in welfare payments to Tribal community members Developed and presented an economic impact study to the County Commissioners and to the senior county administrators.

	The Results:	County commissioner's requested contribution to county support reduced from $2 million to $200 thousand. Relationship between the Tribal leaders and the County officials was more cordial. County elected officials and administrators became significantly more aware and respectful of the contributions of the Tribe's businesses to the county's economic health. Tribal leadership became more keenly aware of the huge economic impact of their enterprises. This awareness markedly improved their ability to communicate their organization's contributions to local, state and federal leaders and officials.
